Why now
The platform has to move before March 2029
Atlassian is phasing out Data Center. For public bodies, that is less a technical problem than a planning one.
Atlassian stopped selling new Data Center licenses on 30 March 2026. Existing licenses can be renewed until 30 March 2028; on 28 March 2029 they expire, and Jira, Confluence and Bitbucket become read-only. In many public bodies, hundreds of internal workflows, citizen services and digitalization projects run on these systems. Three years sounds like plenty until you add procurement, data protection review and staff council sign-off.
- The move needs a legally sound purchasing route, and a separate tender for every office often takes longer than the migration itself.
- GDPR, BSI baseline protection and a C5 attestation have to be settled before the first record moves.
- Public-sector IT teams migrate alongside day-to-day operations and cannot afford downtime.
- Several instances, legacy plugins and years of accumulated permissions need cleaning up before the move.
So we plan backwards from 2029 first: when procurement has to be done, when the test migration runs, and when the cutover happens. The technical work follows that schedule.

One framework contract that brings many municipalities to the cloud
In 2026 Atlassian named XALT a finalist for Government Partner of the Year – EMEA.
At the centre of our public-sector work is a partnership with one of Germany's largest public IT service providers. Together we built a model that fits how municipalities actually buy, and that can be repeated. One example is AKDB, Bavaria's municipal IT provider: cities, towns and administrative offices work on one shared platform there and build online services across authority boundaries.
- Municipalities join through existing framework contracts instead of running their own tender.
- The approach opens the way to the Atlassian Cloud for more than 5,000 municipalities.

Questions we hear from public bodies
Not always. Municipalities can join through our partner's existing framework contracts. Whether that route is open to you or a tender of your own is needed, we work out with your procurement team in the first call.
We migrate to BSI C5-certified infrastructure with EU data residency, which is included in every Atlassian Cloud plan. With Guard Premium we also set which content may be downloaded, shared or made public.
On 28 March 2029 every Data Center license expires. After that, Jira, Confluence and Bitbucket are read-only and nobody can create new work items. Planning now still leaves time for procurement and a test migration.
New settings for AI data use apply from 17 August 2026. Under Atlassian's data processing agreement, your product settings count as binding instructions. We go through them with you and your data protection officer and set the opt-outs your plan allows.
After the readiness assessment you get a fixed price for the migration, with no hidden extras. If time and materials suits your budget planning better, we offer that too and show you both calculations.
Many Marketplace apps have a cloud version; some do not, or work differently. In the assessment we check every app and every interface to your line-of-business systems and propose replacements or consolidation before anything moves.
